Concerns surrounding human rights abuses at a Texas detention facility have intensified following the death of a detainee. The holding center, operated by the United States Immigration and Customs Enforcement (ICE) at Fort Bliss in El Paso, has come under scrutiny after a report released by the American Civil Liberties Union (ACLU) highlighted alarming conditions and treatment of detainees.
In December 2023, the ACLU interviewed 45 detainees at the Camp East Montana facility, uncovering over 80 instances of reported human rights violations. These allegations include severe abuses such as “physical and sexual abuse, medical neglect, and intimidation to self-deport.”
One detainee, referred to as “Samuel,” described a horrific encounter with an ICE officer, stating, “an officer broke my front tooth and grabbed my testicles and firmly crushed them.” Another detainee, named “Eduardo,” recounted being beaten unconscious by guards and subsequently isolated in a punishment cell for five days without access to his high blood pressure medication.
Escalating Humanitarian Crisis
The ACLU emphasized that these accounts indicate a developing humanitarian crisis at the military base, warning that the situation could worsen as the Trump administration expands detention facilities at an alarming rate. “These accounts reveal an unfolding humanitarian crisis at the military base — one which may spread across the country,” the ACLU said in a statement.
The recent death of detainee Lunas Campos has further sparked outrage and renewed calls for the closure of the Fort Bliss facility. Campos died following an altercation with ICE officers, and the incident has been classified as a homicide. The ACLU characterized the use of force at Fort Bliss as “extreme and unlawful,” stating that these practices are becoming increasingly prevalent.

In response to these troubling findings, the ACLU has urged immediate action to address the dangerous conditions at the camp. Their report has reignited discussions about the facility’s long-standing criticisms, particularly regarding safety and the rising number of deaths associated with its operations.
