BREAKING: A Portland man has been charged with making serious threats against law enforcement, including intentions to kill officers and harm their families. John Paul Cupp, 45, faces federal charges after a series of alarming online posts and confrontations with police.
According to the FBI, Cupp’s threats escalated following an incident on October 14, 2025, when he confronted officers outside an Immigration and Customs Enforcement (ICE) building in South Portland. As officers approached a crowd, Cupp shouted violent insults, declaring he would kill them and sexually assault their wives.
The threats did not stop there. On November 3, 2025, Cupp posted a video online reiterating his violent intentions against federal agents and their families. Just ten days later, he shared more posts showcasing similar aggressive rhetoric. The FBI describes him as “a prolific producer of online content,” indicating that his posts include calls for violence and antisemitic threats.
FBI Director Kash Patel emphasized the seriousness of the situation, stating, “If you threaten to kill law enforcement officers or harm their families, you will face the full weight of the federal government.” He assured the public that the FBI is committed to identifying and prosecuting those who engage in extremist behavior.
U.S. Attorney for the District of Oregon Scott E. Bradford echoed these sentiments, stressing that violent threats against law enforcement “will not be tolerated.” He affirmed that the U.S. Attorney’s Office is dedicated to holding accountable anyone who intimidates those protecting communities.
Acting FBI Portland Special Agent in Charge Matt Torres remarked on the broader implications of such threats, stating, “Attempts to intimidate those sworn to protect the American people and uphold our Constitution degrade efforts to keep all of us safe.” He reiterated the FBI’s commitment to using all available investigative resources to combat violent rhetoric.
Cupp is currently in federal custody, with authorities yet to announce his next court date. The case highlights a growing concern over rising extremist threats in the United States, drawing attention to the need for vigilance among law enforcement and the community.
As this story develops, updates will be provided on Cupp’s case and the federal response to threats against law enforcement. Stay tuned for more information on this urgent situation.
