Federal Prosecutor Jennifer Puhl Named 2025 Area Person of the Year

UPDATE: Federal prosecutor Jennifer Puhl has been named The Forum’s 2025 Area Person of the Year for her pivotal role in bringing former North Dakota state senator Ray Holmberg to justice in a groundbreaking international child sex abuse case. Puhl, who has dedicated over two decades to the North Dakota U.S. Attorney’s Office, emphasized that the true heroes are the victims who bravely came forward, allowing her to secure an indictment and a 10-year prison sentence for Holmberg.

In a powerful statement, Puhl proclaimed, “The credit needs to go to the victims because they’re the ones that have the strength and the courage to come forward.” Her relentless pursuit of justice has not only impacted the lives of victims but also sparked crucial discussions around accountability and abuse of power in the community.

Holmberg, a prominent figure in North Dakota politics from 1977 to 2022, was indicted in October 2023 after a complex investigation into his sexual exploitation of minors, including plans to abuse children abroad. The investigation, which required approval from the U.S. State and Justice departments, revealed that Holmberg traveled to Prague multiple times from 2011 to 2016 with intentions to engage in child sex trafficking.

Puhl’s focus on internet-related child sex abuse cases has become increasingly vital, with North Dakota projected to receive approximately 2,300 tips related to child sexual abuse material by the end of this year, a significant rise from around 100 tips when she began her work in this area.

“While the cases have evolved and become more complex, the need for justice remains constant,” Puhl remarked, highlighting the growth in both the number and severity of these crimes. Her early trial work led to the conviction of Casey Scott Patten, marking North Dakota’s first federal internet luring case.
