Born on February 1, 1936, in Red Bluff, California, he was the son of Alva and Berenice Forward and the fourth of five siblings. His life was marked by a commitment to hard work, family, and community.

Richard began his education in a one-room schoolhouse at Forward’s Mill, later known as Rockland School. He attended Lincoln Street Elementary and was part of the inaugural class at Bidwell Elementary School in 1948. After graduating from Red Bluff Union High School, he pursued further education at Shasta Junior College and Chico State University.

Over the years, Richard built a diverse career, initially founding Merchants Janitorial Service in 1957, which he operated for a decade. Simultaneously, he worked in the lumber industry with Forward Brothers Lumber Company, U.S. Plywood, and Commander Industries in both Red Bluff and Texarkana, Texas. His journey eventually led him to the insurance sector, where he found his true calling. He served with the California Farm Bureau before establishing the Richard Forward Insurance Agency, which he managed from 1984 until his retirement in 1991.
