Yemen’s Houthi rebels have indicated a cessation of their military operations against Israel and shipping in the Red Sea amid a fragile ceasefire in the Gaza Strip. In a letter addressed to the Hamas military wing, the Qassam Brigades, the Houthis signaled their intention to monitor the situation closely. They stated that should Israel resume its military actions in Gaza, the rebels would retaliate by restarting their operations within Israel and reimposing restrictions on Israeli shipping in the Red and Arabian Seas.
The letter, published late on Monday, marks the clearest indication yet from the Houthis that their recent attacks have paused. Despite this communication, the group has not officially confirmed the end of its campaign in the Red Sea region. Since the ceasefire came into effect on October 10, 2023, the Houthis have not claimed responsibility for any new attacks.
Impact of Houthi Actions on Regional Shipping
The Houthis gained international attention during the recent escalation of the Israel-Hamas conflict, primarily due to their assaults on shipping and Israeli targets. Their actions aimed to compel Israel to cease its military operations. Prior to the ceasefire, the rebel group’s campaign against maritime activities had resulted in the deaths of at least nine sailors and the sinking of four vessels, significantly disrupting shipping routes in the Red Sea—an area through which approximately $1 trillion of goods transit annually.
The last reported attack occurred on September 29, 2023, when a missile struck the Dutch-flagged cargo ship, Minervagracht, leading to one crew member’s death and injuries to another. The cessation of attacks comes as a relief to many in the shipping industry, which had faced escalating risks in the region.

In tandem with their maritime campaigns, the Houthis have escalated threats against Saudi Arabia and taken numerous workers from various United Nations agencies and humanitarian groups captive.
