Johnson City Public Works Wins 2025 Project of the Year Award

UPDATE: Johnson City’s Public Works department has just been honored with the prestigious 2025 Mark Miller Project of the Year award for their transformative work on the West Walnut Street Corridor Redevelopment Plan. The recognition was officially presented on September 24 at the Tennessee Chapter of American Public Works Association annual conference, highlighting the team’s exceptional commitment to enhancing community infrastructure.
This significant accolade underscores the department’s dedication to maintaining safety while improving an essential part of the city. The $41 million investment in the West Walnut Corridor has revolutionized the area, making it more navigable and aesthetically appealing. The project not only updated the district’s water and sewer systems but also introduced vital enhancements to storm drains, utilities, and sidewalks.
City Engineer Wallace McCulloch praised the team’s resilience, stating,
“Despite challenges associated with aging infrastructure and historical complexities that created unique site factors, crews prevailed in delivering on a project that adds to the community’s quality of life.”
The revitalization project was characterized by its comprehensive approach, featuring pedestrian-friendly streets and traffic-calming elements designed to ensure safety and mobility. The newly designed corridor now serves as a bustling gateway between downtown and East Tennessee State University, fostering greater connectivity and community engagement.
City Manager Cathy Ball expressed pride in the achievement, emphasizing,
“Through its dedication, teamwork, and engagement, the employees of Public Works, Water and Sewer Services, and other City departments exemplified the values of our organization and the standards that this award honors.”
Specific improvements, such as raised intersections and dedicated bike lanes, reflect Johnson City’s commitment to upgrading infrastructure while enhancing the quality of life for its residents.
