Grover Beach Implements Stricter Rules for Homeless Camping

The Grover Beach City Council made significant changes on October 23, 2023, in its approach to managing homelessness in the area. Under the new regulations, anyone found camping on public property for more than 24 hours will receive a warning to relocate their belongings within a 48-hour timeframe. If individuals fail to comply, city staff will remove their possessions, discarding trash while temporarily storing personal items for later pickup.

In certain situations, the city reserves the right to remove a campsite without providing the 48-hour notice. This may occur if law enforcement has probable cause to suspect that illegal activities, beyond mere camping, are taking place in the vicinity. Additionally, in emergencies or situations posing a threat to human life or safety, the city recommends relocating the campsite rather than outright removal.
