Ukraine Aims to Exchange 1,200 Prisoners with Russia Amid Ongoing Conflict

Ukrainian President Volodymyr Zelensky announced on December 31, 2023, that Ukraine is actively pursuing the resumption of prisoner exchanges with Russia, potentially facilitating the return of 1,200 Ukrainian prisoners. Zelensky conveyed the urgency of the situation via a post on social media platform X, stating, “We are counting on the resumption of POW exchanges.” He emphasized that numerous meetings, negotiations, and calls are currently taking place to ensure the successful implementation of these exchanges. Umerov revealed that discussions mediated by Turkey and the United Arab Emirates have led to an agreement to activate previous prisoner exchange protocols established in Istanbul in 2022.

These protocols set the framework for large, coordinated swaps between the two nations. Since the agreements were made, thousands of prisoners have been exchanged, though such operations have occurred sporadically. Umerov expressed optimism that the upcoming technical consultations would finalize the procedural and organizational aspects of the exchanges, allowing returning Ukrainians to celebrate the upcoming New Year and Christmas holidays with their families.

Reports indicate that Russian drone strikes overnight on December 31, 2023, caused damage to energy infrastructure in the Odesa region, including a solar power plant.
