Community Remembers Santos Ortiz After Tragic Death in Lowell

Santos Ortiz, a 38-year-old homeless man, tragically lost his life on the morning of October 7, 2023, after a garbage truck accidentally backed over him while he slept on Spring Street in Downtown Lowell. His companion, whose name has not been disclosed, sustained injuries and is currently hospitalized. The incident has prompted a wave of mourning within the community, highlighting the challenges faced by the homeless population.
A celebration of life for Ortiz took place on October 14 at Red’s Club, part of the Portuguese American Civic League on Central Street. Attendees participated in a candlelight vigil, walking from the club to the site of the accident, where they paid tribute to Ortiz’s life. According to a memorial posted on the McDonough Funeral Home’s website, he was born in Carolina, Puerto Rico, and raised in Lowell, where he graduated from high school in Groton.
Affectionately known as “Mr. Mean” by family and friends, Ortiz was remembered for his big heart and sense of humor. He had a long-standing career as a cook, first at the Wood Street Papa Gino’s and later at the Glenview Restaurant, where he became a well-loved figure in the community.
Several members of the homeless community described Ortiz and his companion as having been forced to sleep on Spring Street after being moved from other locations, including South Common. Christine Travis, a fellow homeless individual, remarked, “We sleep on the benches at the park, and they keep moving us, so we have to sleep on the street.” This situation reflects broader issues surrounding homelessness in Lowell.
In response to rising concerns about homelessness, the Lowell City Council passed an ordinance in November 2022 making it illegal to camp in public spaces. This legislation, supported by City Manager Tom Golden, was part of a series of enforcement actions aimed at addressing the issue. Since the start of 2023, the city has conducted numerous encampment sweeps, leading many unhoused individuals to seek refuge in other neighborhoods, such as Back Central.
A drive through Lowell on the evening of October 14 revealed individuals huddled in doorways and curbs, suggesting significant ongoing challenges for the homeless population. Notably, South Common, a previous gathering spot, was devoid of both homeless individuals and other citizens that evening, raising concerns about the impact of city policies on vulnerable populations.
The community’s response to Ortiz’s death underscores the need for a reevaluation of how homelessness is addressed in Lowell. Ortiz’s story illustrates the human side of a pressing social issue, reminding the public of the individuals behind the statistics.
In addition to Ortiz’s memorial, the community is grappling with political changes. State Representative Rodney Elliott has officially announced his candidacy for the 1st Middlesex Senate District, following the passing of Senator Ed Kennedy. Elliott aims to be a strong advocate for working families and small businesses, citing his extensive experience in government.
Elliott’s platform includes addressing the housing crisis, improving public education, and investing in mental health services. He emphasized the importance of principled leadership that prioritizes the voices of constituents in the legislative process.
In other local news, the historic Olympia Restaurant complex is currently for sale following its sudden closure in November 2022. The site has been a staple in the community since 1952 but faces uncertainty after the passing of co-owner Arthur Tingas. The four-parcel sale, overseen by a court-appointed commissioner, has attracted interest for potential redevelopment, including plans for overflow parking for the Lowell Police Department.
As the community remembers Santos Ortiz and navigates pressing local issues, the conversations around homelessness, political representation, and the future of longstanding businesses continue to shape the landscape of Lowell.
