Canada and Germany have strengthened their commitment to artificial intelligence (AI) by signing a new agreement aimed at enhancing cooperation and building sovereign capabilities in the sector. The pact, formalized at the Munich Security Conference, will enable both nations to collaborate on expanding secure compute capacity, supporting AI research and commercialization, and developing talent to fill critical skills gaps.
Under the joint declaration of intent, the governments aim to foster innovation, assist startups, researchers, and industry players, and ultimately boost global competitiveness in the AI landscape. The initiative seeks to create a robust environment for scaling AI innovations while ensuring both countries can rely on their own technological infrastructure.
New Sovereign Technology Alliance Established
As part of this effort, the newly formed Sovereign Technology Alliance will act as a platform for coordinating the development of advanced technologies with trusted partners. This initiative reflects the urgency both governments feel in building domestic capabilities and reducing reliance on external suppliers for critical technologies.
Evan Solomon, Canada’s Minister of AI and Digital Innovation, stated that AI is becoming “foundational to economic strength and national security.” He emphasized that the partnership will help reduce “strategic technology dependencies” that could compromise both nations’ technological sovereignty.
On the German side, Karsten Wildberger, Minister for Digital Transformation and Government Modernization, echoed these sentiments. He noted that by deepening cooperation in AI security and innovation, the countries are “strengthening our technological sovereignty and expanding opportunities for our companies.”
Building on Previous Frameworks
This agreement builds on the Canada-Germany Digital Alliance, announced in December 2025, which provided an initial framework for cooperation across AI, digital infrastructure, quantum technologies, and startup ecosystems.
