Dalton City Council to Discuss $130 Million Utility Bond Issuance

The City of Dalton will convene a special meeting on January 27, 2026, at 17:00 in the Raymond A. Elrod Council Chambers. This session aims to deliberate on a resolution regarding the issuance of combined utilities revenue bonds, along with various mayoral appointments and a closed executive session.

The primary focus of the meeting is Resolution 26-04, which outlines the city’s intent to issue City of Dalton Combined Utilities Revenue Bonds, Series 2026. The funds raised from this bond issuance are earmarked for financing essential public utility projects that will enhance Dalton Utilities.

According to the draft resolution slated for discussion, the bond issuance could involve up to $130 million. These funds will support renovations, additions, extensions, and expansions of Dalton Utilities’ electric generation, transmission, and distribution facilities. Importantly, the bonds will be repaid solely through revenues generated by the utility system, thereby ensuring no tax funds are used for repayment.

City officials indicated that if the resolution is approved, it will enable Dalton Utilities to initiate the bond-issuance process. However, the approval will not finalize the debt package at this stage. The utility is expected to return to the council later in spring, likely in April or May, to present a final resolution once the comprehensive debt structure is established.

Beyond the bond resolution, the meeting agenda includes mayoral appointments, notably the nomination of Rachel Dossche to the Historic Preservation Commission. Dossche would fill the unexpired term of John Hutcheson until February 1, 2027. An executive session is also planned to address personnel matters.

Discussions about the proposed bond issuance have already taken place in previous meetings of the Water, Light, and Sinking Fund Board.
