Paraguay and U.S. Sign Agreement to Strengthen Military Cooperation

The United States and Paraguay formalized a significant partnership on September 25, 2023, by signing a Status of Forces Agreement (SOFA) that allows for the presence and operations of U.S. military and Department of War personnel in Paraguay. U.S. Secretary of State Marco Rubio and Paraguayan Foreign Minister Rubén Ramírez Lezcano signed the agreement during an official visit to Washington, D.C. This milestone aims to bolster cooperation in addressing regional security challenges, particularly transnational crime and drug trafficking.

The SOFA establishes a framework for U.S. military involvement in Paraguay, facilitating bilateral and multinational training, humanitarian assistance, and disaster response. Secretary Rubio emphasized the importance of this agreement, stating, “This opens new doors for our collective efforts to advance security and stability in our hemisphere.” He noted that the agreement not only solidifies military collaboration but also enhances economic ties between the two nations.

Both leaders expressed optimism that this agreement would reinforce the sovereignty of both countries while promoting stability and prosperity in the region. According to the U.S. State Department, the partnership reflects a longstanding commitment to mutual priorities, with both officials underscoring the need for a united front against security threats.

At the signing ceremony, Rubio described Paraguay as a vital ally in the region. He stated that the United States seeks to expand cooperation beyond security, highlighting the potential for economic collaboration. “There’s a lot of good things happening in Paraguay,” he said, adding that the partnership aims to enhance the country’s economic landscape while securing American interests.

Rubio stressed that transnational terrorist organizations pose a significant threat to regional stability. He noted, “We need strong partners in the region that understand that that’s the biggest threat in our hemisphere and are committed to working with us to confront it.” The agreement allows for the formalization of existing partnerships, enabling both countries to share intelligence, train together, and expedite the transfer of security equipment.

Minister Ramírez Lezcano reiterated Paraguay’s commitment to combatting terrorism and transnational crime, reflecting on the 160-year history of diplomatic relations between the two nations. He affirmed Paraguay’s dedication to human rights and the rule of law, emphasizing that security is intertwined with the freedoms of its citizens. “Fighting against terrorism is allowing our people to have a better life and freedom,” he said.

The Paraguayan Foreign Ministry disclosed that Rubio and Ramírez Lezcano discussed various regional challenges, including the provision of radars to enhance national airspace security. The officials also reviewed the Safe Third Country Agreement, indicating a comprehensive approach to addressing security and migration issues.

Both countries are poised to collaborate closely on developing security strategies and building capacities within Paraguay’s security forces.
